1  Introduction                                                               
                                                                              
1.1  Overview                                                                 
                                                                              
      This Software Interface Specification (SIS) describes the format and    
content of the Galileo (GLL) Radio Science (RS) Raw Data Archive (RDA).       
The GLL RS RDA comprises several data sets and represents the complete        
archive of raw data from investigations conducted using the radio link        
between the Galileo Orbiter (GO) and stations of the NASA Deep Space          
Network (DSN).  It includes over one hundred Compact Disc (CD) Write Once     
(WO) volumes.                                                                 
                                                                              
      The GLL RS RDA is a product of the Galileo Radio Science Support Team   
(RSST), in consultation with the NASA Planetary Data System (PDS).  It is     
the deliverable raw data archive from the Galileo Celestial Mechanics Team    
(CMT) and the Galileo Radio Propagation Team (RPT) to PDS.  The Galileo       
Mission is managed by the NASA Jet Propulsion Laboratory (JPL).

      The specifications in this document apply only to the GLL RS RDA.       
This document provides a detailed description of the interface, including     
data flow information and a definition of all data objects that flow across

      The GLL RS RDA is a set of over 100 CD-WO volumes compiled by the       
GLL RSST at JPL and delivered to the PDS.  The CD-WO volumes conform to       
ISO 9660 standards [1].                                                       
                                                                              
                                                                              
1.4.2  Data Sources, Destinations, and Transfer Methods                       
                                                                              
      The GLL RS RDA is a collection of products generated by various         
elements of the DSN, the Galileo Project, the RSST, and others; it is         
delivered to the PDS for archive.  The files are organized into a small       
number of data sets, then written to CD-WO volumes in chronological order     
within each data set.  Access to the GLL RS RDA is determined by PDS.         
                                                                              
                                                                              
1.4.3  Generation Method and Frequency                                        
                                                                              
      The GLL RS RDA is organized around two primary data types: Archival     
Tracking Data Files (ATDFs or TDFs) and Original Data Records (ODRs).         
Data sets are defined within these data types according to Galileo Radio      
Science experiment objectives.                                                
                                                                              
      ATDFs are organized into separate data sets defined according to        
experiment objectives.  One data set includes all closed-loop                 
data from a particular experiment: solar wind observations, gravitational     
wave searches, gravitational redshift observations, mass determinations,      
gravity field measurements, or occultations.  Within a data set, the ATDFs    
are organized chronologically.  Each ATDF is accompanied by ancillary         
files likely to be used during analysis or interpretation.  Approximately     
30 ATDF CD-WO volumes cover the nominal Galileo Mission.                      
                                                                              
      ODRs are organized in the same way as ATDFs with separate data sets     
for each experiment objective. ODRs are also organized chronologically        
within a data set. Each ODR is accompanied by ancillary files likely to be    
used during analysis or interpretation.  ODR CD-WO volumes contain data       
collected at variable rates; about 70 CD-WO volumes are expected from the     
nominal Galileo Mission.                                                      
                                                                              
      GLL RS RDA volumes are produced, reviewed and delivered to PDS as       
data become available.  Each delivery is approximately twelve months          
after completion of data acquisition.                                         
                                                                              
      Production occurs in several stages.  After sufficient data volume      
has accumulated to fill another CD-WO volume, the primary data files are      
inventoried and PDS labels are generated.  If not already in conformance,     
the primary data file name is changed to the form "XXXXXXXX.ext"  where       
"XXXXXXXX" represents no more than eight upper case ASCII characters,         
digits, or the underscore character and "ext" is a three character            
(upper case) extension (for example "TDF" or "ODR").  In many cases file      
names are based on the year and day during which the data were collected.     
Each PDS label is detached (a file in its own right) and has name             
"XXXXXXXX.LBL".                                                               
                                                                              
      After the primary data files have been assembled, named, and labeled,   
ancillary files are added, based on dates and times for which there was       
primary data coverage.  These ancillary files are also named and labeled,     
following the procedure outlined above.  Finally documentation files are      
collected, named, and labeled.                                                
                                                                              
      The designated files are moved to a special disk partition.  Primary    
data are stored in directories such as TDF and ODR, as appropriate.           
Ancillary and documentation files are assigned to directories such as CALIB,  
GEOMETRY, and DOCUMENT.  A table of contents for the CD-WO volume is created  
and placed in the INDEX directory.  The CD was pre-mastered; after correction 
of errors, the final version is produced and distributed.                     
                                                                              
      Each GLL RS RDA volume is evaluated internally by the RSST and (to the  
extent that resources permit) by a representative of PDS, and by one of the   
Galileo radio science investigators familiar with the data.

      Data are stored in fields of various sizes and formats ranging from     
single-bit flags to 64-bit floating point numbers and to character strings.   
The formats vary widely among file types; users should consult the appropriate
SIS for details (See Section 1.3).                                            
                                                                              
      If a field is described as containing  n  bytes of ASCII character      
string data, this implies that the leftmost (lowest numbered) byte contains   
the first character, the next lowest byte contains the next character, and so 
forth.  Character strings are written to CD-WO with lower numbered bytes      
preceding higher numbered bytes.                                              
                                                                              
1.5.2.2  Limits of This Document                                              
                                                                              
      This document applies only to GLL RS RDA volumes.                       
                                                                              
1.5.2.3  Typographic Conventions                                              
                                                                              
      This document has been formatted for simple electronic file transfer and
display.  Line lengths are fixed at 80 ASCII characters, including line       
delimiters.  The last two characters on each line are the carriage-return     
(ASCII 13) and the line-feed (ASCII 10).  No special fonts or structures are  
included within the file.  Constant width characters are assumed for display. 
Hard copy pagination at the rate of 58 lines per page is assumed.  For page   
numbers consistent with those shown in the Table of Contents, breaks in page  
numbering immediately before "PREFACE" and immediately before                 
"1. Introduction" will be required.                                           
                                                                              
1.5.3  Time Standards                                                         
                                                                              
      Within GLL RS RDA files that follow PDS standards, times are            
expressed as a string of up to 24 ASCII characters                            
                                                                              
                       YYYY-MM-DDThh:mm:ss[.fff][Z]                           
                                                                              
where "-", "T", ":", and "." are fixed delimiters; "YYYY" is the year "19nn"; 
"MM" is a two-digit month of year; "DD" is a two-digit day of month; "T"      
separates the date and time segments of the string; "hh" is hour of day; "mm" 
is the minutes of hour (00-59); "ss" is the seconds of minute (00-59); and    
"fff" is milliseconds (000-999).  The data type "TIME" is assigned to this    
format.  The TIME may be optionally truncated to 19 characters by omitting    
the last four characters (".fff").  It is also permissible to substitute      
"YYYY-DDD" for "YYYY-MM-DD", where "DDD" is the day-of-year (001-366).  The   
suffix "Z" may be appended to any time format to indicate explicitly that     
time is given in UTC.

2.3.2  Internal Labels                                                        
                                                                              
      The contents of the GLL RS RDA volumes will be labeled in accordance    
with PDS standards.  Labeling is described further in subsequent sections.    
                                                                              
2.4  Interface Medium Characteristics                                         
                                                                              
      Each CD-WO volume conforms to ISO 9660 standards [1].  The quantity     
of data stored is no more than 650 MB per disc.                               
                                                                              
2.5  Backup and Duplicates                                                    
                                                                              
      The entire contents of each GLL RS RDA volume will be backed up to      
8-mm tapes, which will be retained by the RSST.                               
                                                                              
      Three copies of each CD-WO volume will be created.  One copy will be    
delivered to PDS, one copy will be retained by the RSST, and one copy will    
be kept as a spare.                                                           
                                                                              
      The PDS copy will be held by the the PDS Discipline Node most           
appropriate for the data.  The National Space Science Data Center (NSSDC)     
will hold the raw data archives for the gravitational wave searches and       
redshift observations.  ATDF and ODR volumes from ephemeris improvements      
and ATDF volumes from the gravity field measurements, and mass determinations 
will be held by the PDS Navigation and Ancillary Information Facility (NAIF)  
at JPL; ODR and ATDF volumes from solar conjunction observations will be      
held by the PDS Planetary Plasma Interactions Node at UCLA;  Venus Range Fix  
and Earth 1 and 2 raw data will be held at the PDS Geophysics Node; and the   
remaining ODR volumes (from Jupiter and satellite occultations) will be held

      Each GLL RS RDA volume contains up to two data directories.  If the     
ACRONYM_SEQUENCE (Section 2.3.1) is of the form GORS_0nnn, there must be      
either a TDF directory for Archival Tracking Data Files or an ODF directory   
for Orbit Data Files; there can be both.  If ACRONYM_SEQUENCE is of the       
form GORS_1nnn, there will be an ODR directory for Original Data Records.     
                                                                              
3.2  Formats                                                                  
                                                                              
      The CD-WO conforms to the ISO 9660 level 1 Interchange Standard CD-WO   
format [1], which is compatible with common computer systems including        
MS-DOS, Macintosh, SunOS, and VMS.                                            
                                                                              
      Data that comprise GLL RS RDA volumes are formatted in accordance       
with Planetary Data System specifications [2-4].                              
                                                                              
3.3  File Naming Conventions                                                  
                                                                              
      In this document and on the discs themselves, file and directory names  
are in upper case characters.  This ensures compatibility with operating      
systems in which these names are case insensitive (e.g., VMS and DOS) and     
operating systems in which names are automatically translated into one case or
the other (e.g., Unix and MacOS).  Within disc directories the characters ";1"
are appended to all file names.  VMS excepted, most operating systems will    
hide these suffixes from users.                                               
                                                                              
3.3.1  PDS Labels                                                             
                                                                              
      All files contained on GLL RS RDA volumes are accompanied by PDS labels 
[2-4].  The label can either be prepended to the associated primary           
file or "detached", in which case the label becomes a file in its own right   
with the same name as the primary except for the suffix ".LBL".  Detached     
label files are located in the same directory as the primary file.            
                                                                              
      PDS labels, whether prepended to or detached from their primary file    
provide descriptive information about the associated file.  The PDS label is  
an object-oriented structure consisting of sets of "keyword=value"            
declarations.  The object to which the label refers (e.g. IMAGE, TABLE, etc.) 
is denoted by a statement of the form:

in which the carat character (^, also called a pointer in this context)       
indicates where to find the object.  In a prepended label, the location is an 
integer representing the starting record or byte number of the object, where

starting record or byte number if there is more than one object.  For

3.3.2  Text Files                                                             
                                                                              
      Text files (.TXT suffix) may exist in the root, CALIB, CATALOG,         
DOCUMENT, GEOMETRY, and INDEX directories.  These are ASCII files with        
attached PDS labels which employ the TEXT object.                             
                                                                              
      All records in text files have 80-bytes, with a carriage return         
character (ASCII 13) in the next-to-last byte and a line feed character       
(ASCII 10) in the last byte.                                                  
                                                                              
3.3.3  Tabular Files                                                          
                                                                              
      Tabular files (.TAB suffix) exist in the INDEX directory.  All          
tabular files are filled with ASCII characters.  Some are formatted for       
direct reading into database management systems; they consist of data         
"fields" separated by commas.  Character fields are also enclosed             
in double quotation marks (") and are padded with spaces to keep              
quotation marks in the same columns of successive records.  Character         
fields are left justified, and numeric fields are right justified.  The "start
byte" and "bytes" values listed in the labels do not include the commas       
between fields or the quotation marks surrounding character fields.  The      
records in tabular files have fixed length, and the last two bytes of each    
record contain the ASCII carriage return and line feed characters.  This      
allows a table to be treated as a fixed length record file on computers that  
support this file type and as a text file with embedded line delimiters on    
those that do not.                                                            
                                                                              
      All tabular files are accompanied by descriptive detached PDS labels.   
The PDS label has the same name as the data file it describes, except for the 
extension which is .LBL.  For example, the file INDEX.TAB is accompanied by   
the detached label file INDEX.LBL in the INDEX directory.                     
                                                                              
3.3.4  Catalog files                                                          
                                                                              
      Catalog files (suffix .CAT) exist in the root and CATALOG directories.  
They are formatted in an object-oriented structure consisting of sets of      
"keyword=value" declarations.                                                 
                                                                              
      VOLDESC.CAT provides an overview of the contents of the volume.         
                                                                              
      The files in the CATALOG directory provide a top-level understanding of

      Static directories are those which do not change (or change very

4.2.1  CALIB Directory                                                        
                                                                              
      The CALIB directory contains files used in calibrating the data.        
Included are DSN files which give estimates of ionospheric and tropospheric   
perturbations on radio propagation at Earth receiving sites and estimates     
of changes in Earth rotational angular momentum.  If no calibration files     
are included on a volume, both the CALINFO.TXT file and the CALIB directory   
will be omitted from the volume.                                              
                                                                              
4.2.1.1  CALINFO.TXT File                                                     
                                                                              
      The CALINFO.TXT file contains a description of the contents of the CALIB
directory.  This is an ASCII file with record lengths of 80 bytes.  Each line 
is terminated with a carriage-return (ASCII 13) line-feed (ASCII 10) pair.

4.2.1.2  DSN Ionosphere Calibration File                                      
                                                                              
      DSN Ionosphere Calibration Files are ASCII files of card-image

Record lengths are variable.  Records as delivered by the DSN have been

conversion before using these files on a local system.  The format and        
content of each DSN Ionosphere Calibration file (aside from the delimiter

4.2.2  CATALOG Directory                                                      
                                                                              
      The CATALOG directory contains files used in cataloging the data,       
including files which provide high-level descriptions of the planetary        
mission, spacecraft, instrument, and data set.  PDS "streamlined" formats are

4.2.2.1  CATINFO.TXT File                                                     
                                                                              
      The CATINFO.TXT file contains a description of the contents of the      
CATALOG directory.  This is an ASCII file with record lengths of 80 bytes.

This file documents the structure and content of data files archived in       
the ODF directory of the GLL RS RDA volume; if the ODF directory is not

4.2.3.4  TRK_2_21.TXT File                                                    
                                                                              
      The TRK_2_21.TXT file is the DSN Timing and Polar Motion interface

in Figure 4-1-1.  This file documents the structure and content of DSN

4.2.3.5  TRK_2_23.TXT File                                                    
                                                                              
      The TRK_2_23.TXT file is the DSN Media Calibration File interface

4.2.3.6  TRK_2_24.TXT File                                                    
                                                                              
      The TRK_2_24.TXT file is the DSN Weather Data File Interface

in Figure 4-1-1.  This file documents the structure and content of DSN

4.2.3.7  TRK_2_25.TXT File                                                    
                                                                              
      The TRK_2_25.TXT file is the DSN Archival Tracking Data File interface

(ASCII 10) pair.  The file has an attached PDS label of the form shown in     
Figure 4-1-1.  This file documents the structure and content of Archival      
Tracking Data Files stored in the TDF directory of the GLL RS RDA volume.     
If no ATDFs are included in the volume, the TRK_2_25.TXT file may be

4.2.3.8  NAIF Toolkit Documentation                                           
                                                                              
      TK_FTP.TXT is an explanation for obtaining NAIF Toolkit software and    
documentation from on-line servers; TK_DESCR.TXT and TK_INSTL.TXT describe    
the Toolkit and explain its installation, respectively.  Each of these        
three files is an ASCII file with line lengths of 80 characters.  Each line   
is terminated by a carriage return (ASCII 13) character in the next-to-last   
position and a line-feed (ASCII 10) character in the last position.           
                                                                              
4.2.3.9  HANDBOOK Subdirectory                                                
                                                                              
        The HANDBOOK subdirectory contains a combination of ASCII and TIF     
files which make up the Radio Science Handbook for the experiment archived    
on this volume.  The Radio Science Handbook contains an overview of the       
experiment, the equipment, and the procedures used to obtain the data.        
                                                                              
4.2.3.10 POSTOPS Subdirectory                                                 
                                                                              
        The POSTOPS subdirectory contains TIF files which make up a           
document called the Post Ops Report.  This document contains a page for       
every day of the experiment.  Each page is a graphical representation of      
the important events of the day which may have affected the data.  Examples   
of such events include spacecraft motion, DSN equipment failures, and         
tracking station coverage.

4.3  GEOMETRY Directory                                                       
                                                                              
      The GEOMETRY directory is optional.  If present, it contains data for   
determining the position and attitude of the spacecraft relative other solar  
system bodies.  If no geometry data files exist, both the GEOMINFO.TXT file   
and the GEOMETRY directory itself will be omitted from the volume.            
                                                                              
4.3.1  GEOMINFO.TXT File                                                      
                                                                              
      The GEOMINFO.TXT file contains a description of the contents of the     
GEOMETRY directory.  This is an ASCII file with record lengths of 80 bytes.   
Each line is terminated with a carriage-return (ASCII 13) line-feed           
(ASCII 10) pair.  The file has an attached PDS label of the form shown in     
Figure 4-1-1.                                                                 
                                                                              
4.3.2  SPK Files                                                              
                                                                              
     SPK files are SPICE kernels containing spacecraft ephemerides. SPK file  
names are of the form SyymmddA.XSP.  S represents the type of kernel (SPK).   
The digits following the "S" represent the two-digit year, two-digit month,   
and two-digit day on which the file starts.  The XSP extension signifies that 
the file is in transfer format.  Detached PDS labels with names of the form   
SyymmddA.LBL accompany each SP kernel file.  Routines within the NAIF         
Toolkit, described in the DOCUMENT directory, may be used to read, interpret, 
and use the data in the SPK file.                                             
                                                                              
4.4  INDEX Directory                                                          
                                                                              
4.4.1  INDXINFO.TXT File                                                      
                                                                              
      The INDXINFO.TXT file contains a description of the contents of the     
INDEX directory.  This is an ASCII file with record lengths of 80 bytes.      
Each line is terminated with a carriage-return (ASCII 13) line-feed           
(ASCII 10) pair.  The file has an attached PDS label of the form shown in

4.5  Data Directories                                                         
                                                                              
      Each GLL RS RDA volume has either one or two data directories.  If      
the volume contains radio tracking data, there can be a TDF directory holding 
ATDF files, or an ODF directory holding ODF files, or both.  If the volume    
contains ODR data, there will be a single data directory -- the ODR           
directory (see Section 3.1.7 and Table 4-1-3).                                
                                                                              
4.5.1  TDF Directory                                                          
                                                                              
      The TDF directory holds Archival Tracking Data Files.  Each ATDF is     
accompanied by a full PDS label, which describes both its format and content. 
The ATDF file name is of the form  ydddeeeC.TDF, where  y  is the least       
significant digit of the year,  ddd is the three-digit day of year for        
start of data,  eee  is the three-digit day of year for end of data, and  C   
is a single character (starting from "A") that is used to distinguish among   
two or more ATDFs with the same first 7 characters.  The TRK_2_25.TXT file    
in the DOCUMENT directory also describes the ATDF format.                     
                                                                              
4.5.2  ODF Directory                                                          
                                                                              
      The ODF directory holds Orbit Data Files.  Each ODF is accompanied by   
a full PDS label, which describes both its format and content.  The ODF file
