The INDEX directory typically contains a listing of all data products on this
an archive volume. However, as this volume contains no data products, the
INDEX.TAB is empty.
A cumulative index of all of the data products other volumes in this volume
set is maintained online at the PDS/PPI node. This cumulative index will be
only included on the last volume in the volume set.
