Waveform data frames are organized in to sub-directories by spacecraft
clock count values. A sub-directory contains all frames associated with the
dataset where the most significant digits of the count match the directory
name after the XXXXX's are removed. The XXXXX's are place holders for the less 
significant digits of the clock count.

Available in this directory is the High Level Catalog Template:
  Dataset (DATASET.CAT)
 

Also included in this directory is INDEX.TAB. This is file will allow one to
find the correspondence between the C2XXXXX file name and a date/time.
