Waveform data frames are organized in to sub-directories by spacecraft
clock count values. A sub-directory contains all frames associated with the
dataset where the most significant digits of the count match the directory
name after the XXXXX's are removed. The XXXXX's are place holders for the less 
significant digits of the clock count.

An INDEX.TAB file is found here allowing one to find the correspondence between
the CXXXXXXX file name and a date/time.
