The INDEX.TAB gives the name location of all data file labels on
this volume. A volume file manifest (MANIFEST.TAB) provides a mapping
of files to data sets. By using the manifest, a user can determine the
full set of files associated with each data set. Files associated with
multiple data sets appear more than once in the manifest table.
